Hello Neighbors - The board wanted to provide you an update on the situation with the Yates' business that was discussed at our recent HOA meeting. After the HOA meeting the board met with the Yates and we all agreed to work on a resolution. However, the Yates have now sent the attached letter from their attorney. The letter threatens the neighborhood with a tort claim. The board is working with Spokane County to help resolve this issue. The Yates request that all communication go through their attorney.

 

On to our roads. We are going to try to get the street sweeper into our neighborhood once all the leaves have fallen. However the early snow might not make it feasible when we look at the long term forecast. If we are not able to get the street sweeper in this fall we will have it done first thing in the spring. In the meantime, if conditions improve, it would be great if everyone can clean up the road in front of their home to help take care of our neighborhood.

Hi Neighbors,


It is that time of year again for our fall clean-up and home owners association gathering at the circle park! After a long 2 year span of COVID cancelations, it would be nice to catch-up with each other and reacquaint. Weather permitting, the HOA will treat our members to a BBQ cookout and serve-up hamburger and hotdogs (this will not be a street sweeping party, only a park clean-up) This gathering will be on Sunday, October 16th. at 4:00

During that meeting, we do have a couple of administrative items that have been lingering and will be discussed during this meeting. I have listed these items below:

1. HOA Board Elections - It is time for me to relinquish my position as HOA President to the next HOA board candidate. In addition, we need to nominate a new member to join the board. A ballot will be sent out shortly.

2. HHA Sewer Status - Our neighbors at KGCC have indicated the large balance incurred for the  2019-20 sewer remediation has been absorbed by their insurance claim. At this point, it is still unclear if we have any additional obligation to pay a portion of the deductible or any additional portion of the expense that was not covered. During my conversation with Bob Castle a few months back, he noted that there were two separate claims. The first claim was denied, but the second (much larger) claim was accepted. The Highlands has already paid our half of the first claim (around $12,000). I don’t anticipate additional cost will occur from this event.

3. Security Camera - We now have two security camera(s) installed pointing on the entrance and at our park. These cameras have approximately 15 days of storage capability. If you have an incident or concern that you would like to review, let your HOA board know and we can share the footage.

4. Gate Vote Results - In April we sent out a ballot to vote on the desire to have a gate. We had a good turn-out in the response with a total of 23 submitted votes. The total is as follows: 20 YES (in favor) / 3 NO. Before we move to establishing a plan, I would like to provide opportunity to review any concerns.

5. Upping dues - As much as it pains me, the cost of doing business in our neighborhood has continued to inflate with the rest of the economy. At this time, we have ample amount of operational budget, although, this does not account for larger expenses in the near future. Our storm water drains are due for cleaning and we have some deferred maintenance that needs to be done in our common areas. I would like to discus what the general appetite is for increasing our dues.

6. Commercial Traffic - The board has been notified a number of times that large commercial trucks have been frequenting our neighborhood and that the increased traffic to the golf course has raised concern. This stems from a couple of sources (internal and external). Beyond the expected FedEx and UPS deliveries we see in our neighborhood, there has been an increase in traffic from both KGCC and a business operated out of the Highlands. I did get ahold of Bob Castle (KGCC) and shared our concerns about the amount of traffic entering the maintenance gate.  We discussed having a continued conversation around road agreement and that he would have the tribe’s attorney reach out to coordinate. Additionally, I asked if the Club would consider putting up a sign along Waikiki Rd to direct their customers down the road and he agreed to work on getting that done. Bob apologized for his employees not respecting the residential traffic and will make sure they are aware of our concerns. During our park meeting, I have also invited Gary Yates to explain what his plans are and how to resolve this issue moving forward.

7. Announcements - There has been lots of new activities in our neighborhood and I would like to open up the discussion to share any news. Roundabout development, housing developments, Waikiki Springs trails, Garden Cafe, homeless people lost in our neighborhood….

I look forward to seeing everyone at the park. It is important to have the involvement of our neighbors, that is what makes this pocket such a great place to live.

Hey neighbors,
A couple of items I wanted to note.

1. STREET SWEEPER: On June 27th (date may change due to weather), a street sweeper will be coming through the neighborhood. If you would please make sure your garbage cans and/or anything that might obstruct the sweeper is off the street. Thank you.

2. SECURITY CAMERA: I have purchased a solar powered security camera that will be installed at the park. I am currently working on a way to connect to the internet, so I am looking for anyone within the proximity of the park willing to allow the camera to piggyback on their network.

3. HOMELESS: This evening (June 20th) there was an individual hanging out in the treed area off the Highland Park drive. He was homeless with no business in the area. I politely asked him to find his way out, but I would suggest that you be mindful that he may return again.

4. NEIGHBOR MEETING: I am working to schedule a date for everyone to get together this summer at the center park. This will be an opportunity for neighbors to discuss the gate vote and the “pros” and “con’s” to moving forward. I will follow-up with a date soon.

Dear Highlands Homeowners Association,

Due to the recent activities of mail theft and an increased traffic in our neighborhood, a number of Highlands residents have requested that the board revisit this concern. With the increasing popularity of delivery services, our neighborhood has become less “quiet and private”. On April 6th the HHA board gathered for a meeting to discuss what options are available. Below is a brief explanation of our proposed actions:


ITEM #1 - Highlands Entrance Gate

The board wants to assess the HHA interest for the installation of a gate. Prior to researching the feasibility and cost, a vote has been requested to determine what percent of residents are in favor of pursuing this endeavor. The vote is NOT an agreement to execute the purchase or installation of a gate, but ONLY to qualify if this is a majority desire by the HHA.
Proposed Entrance Gate. Construct a gate approximately 120 yards from the Waikiki Rd entrance into The Highlands. Each resident would have communication access (via phone application) to open the gate for visitors.

ITEM #2 - Continued Discussion “If” expressed interest for gate is voiced.


A collective discussion will determine additional topics such as:
Gate Operation: A vote will be used to determine what hours (if any) the gate would be left open.
Gate Type and features: TBD


The board is asking for everyone's input. If 75% of the total votes submitted are in favor of item #1 the board will research the feasibility and cost to make this happen. A final vote will be presented before moving forward.

Bylaws ballot after report

 

A total of 28 ballots were returned in favor of the HHA Bylaws amendment regarding parking in the Highlands common areas.  Having thus been approved (Article XIV AMENDMENTS) the Bylaws were reprinted with the new Article XVI STREET PARKING and submitted to the Spokane County Auditor's Office, recorded on 04/06/2022 with ID# 7196118.

Good morning neighbors,

The HOA has a few new items we wanted to share.  The board has created a new Google drive (for HOA members only). This tool has been created to provide all the HOA members access to documents and resources related to our neighborhood.  Mike Chamberlain has done an excellent job in keeping our records and resources available through the website -- Thanks, Mike!.  Along with the website, we are now adding some additional tools in order to offer future accessibility and shared knowledge.  See below link.

In addition to our Google drive update, the HOA recently had a meeting to discuss a two key topics:


1. The status with KGCC and the sewer repair bill.  A separate email will be sent out with a detail on our status and discussion regarding the KGCC sewer repair bill.

2. The amendment of the HOA Bylaws regarding parking in the Highlands common areas.  Please find the attached PDF explaining the HOA Bylaw amendment and ballot.  I would appreciate everyone's vote on this topic before March 31st. 2022.  Note -- there is a link in the PDF that allows you to vote online instead if you choose.

Hey Neighbors,


We are still planning on a great gathering in the park this Saturday! Anyone interested in helping cleaning up the park will be rewarded with donuts, coffee, and juice. Additionally, the HOA Board is rewarding the young ambitious workers in our neighborhood with a $10/hr compensation to help pull weeds and pick-up any of the debris in the center park. Come and join us!

One quick note - the street sweeper has been moved to the following Thursday/Friday to allow the rest of the leaves to fall. Be sure to keep any cars or garbage cans off the street when the come by. FYI - the sweepers are only for the existing leaves and debris in the street. As much as we all want to do it, please don’t rake all your yard waste into the street. It will increase our hourly rate for their service.

1.  Welcome to Claudia Melatini, our newest neighbor residing at 1522 Pinehill.  She writes: "I’m so excited to be back in the neighborhood that gave me so many wonderful childhood memories, and to be close again to family and friends. I look forward to meeting everyone in the neighborhood and making new memories with my son, Luca, and our family. We’re so excited to be in the Highlands!"

Hello Neighbors,

Since we will not be having a traditional annual meeting at the normal scheduled time, we would like to put out some information about this past year, upcoming projects and notices ahead of time.  As a reminder, we will be collecting ballots on the evening of June 9th from 7 to 8:30 PM at the circle and will be available for any questions, but will not be doing any gathering.

 

New Items

Road Maintenance

First and foremost, the board has been working over the past few weeks to get some quotes on sealing the cracks in our streets.  During the contractor site visits, it was noted that our roadways are overall still in good shape, but are showing signs of degradation especially in the more sunny areas.  Both vendors recommended a seal coat in addition to the usual crack sealing to prolong the life of the road and push back the eventual need to repave.  In researching this option, it was discovered that the county has been using this method heavily in this area on the public roadways (please refer to the article linked below).  The best quote received was roughly $27,000 + tax for sealing all of the cracks, applying the seal coat and a heavily discounted repaving of the basketball court at the circle.  The board has voted in favor of moving forward on this project and is working to finalize budget and funding from the road fund.  We understand this is a large sum of money, but the last work done on the roads was in 2016 when the cracks were sealed, and they are now well overdue for some preventative maintenance.  Optimal weather for the paving and sealing is rapidly approaching, so please reach out to us with any questions or concerns immediately.  https://www.spokesman.com/stories/2004/jun/30/low-cost-slurry-coating-gives-residential-streets/

 

Sewer & Storm Water Systems

We also had Big Sky Industrial out again to check on our sewer and storm water systems.  Overall the sewer system looked good, but they did note a few areas of blockage.  We were quoted around

$1,400 +tax to clean the lines and vacuum out the built up waste.  We will be scheduling this to be funded out of the general account.  No immediately pressing issues were noted on the storm water system, so we will be holding off on any work to that until there is sufficient buildup to make it worthwhile.

 

Maintenance Chair

Correction to the ballot sent out last week.  After 15ish years, Rose Higgins has decided to step aside and let someone else take over the position of maintenance chair.  Thank you to Rose for all of her years of service in that position.  Frani Olson has volunteered to fill in for the role, and Kelly McCann has offered to be on the maintenance committee as well, in addition to continuing his position on the board.  Although the maintenance chair usually appears on the yearly ballot, technically it's not an elected position, so we are not requiring anyone who has already submitted a ballot to re-vote.  If you have not submitted your ballot yet, please fill in Frani's name or other write-in option of your choice.  The maintenance committee and board will be working on drafting a new maintenance schedule in hopes that we can be more proactive in taking care of our roads and common areas rather than waiting until issues arise.

 

Circle Improvements

In addition to some general pruning and cleanup, the board has a few plans for bigger projects that will greatly increase the appeal of our circle.

  • Over the years, the basketball court pavement developed an inward slope trapping rain and ice.  It has also developed some cracks and other damage both from weather, lack of care, and abuse.  As previously mentioned, our proposed road maintenance project includes repaving this area.  If combined with the other projects, this was quoted at $2,500 rather than $4,500-$7,000 if done separately.  The $2,500 is included in the $27,000 quote above.

  • One of our members has donated a new $1,400 basketball pole & backboard to replace the existing one at the circle!  If anyone is interested in the old basketball pole, please let us know or it is headed to the dump.  First one to reach out gets it.

  • We are hoping to build a small covered shelter on the square pad at the west side of the circle.  This will serve as a covered bus stop for the kids in the neighborhood and also as a place for members to rest or hang out at the circle and chat.  Whitney Stowe has provided the initial design (pictured to the right). 

 

 

 

  • For this project, we are looking to raise $2,000 in voluntary donations.  The members of the board plus our ex-president Mike Chamberlain have agreed to match donations up to a total of $1,000.  If you are willing to donate, please email highlandsha@gmail.com

  • We are also looking at clearing out the deteriorating concrete from the smaller area on the south side of the circle, filling it and possibly putting in a table or something.

 

Notices

Care of Our Circle

This one goes out primarily to those of us with kids.  We welcome everyone to use the circle to hang out and play.  However recently, we have noted an increase in the following:

  • Litter, including beer cans and chew tins, so it's not just the kids.

  • Rocks scattered in the grass, causing a hazard for our lawn crew and their equipment.

  • Rocks being thrown at the concrete, compounding the damage that weather and neglect have taken.

We have spoken to some of the children as we see these things happen, but continue to find ourselves cleaning up litter and rocks on a frequent basis.  It is worth noting that this isn't limited to any specific children, and in some cases has been outside children visiting the neighborhood.  Once the surfaces are re-finished, we will have to begin charging individual members for repair if this continues.  Please take care of our common areas.

 

Assessments

Let this serve as a reminder and notice that semi-annual assessment payments are due June 30th and December 31st.  Per the bylaws, action including late fees & filing of a lien can be taken 30 days after the due date.  If you haven't submitted your 1st half 2020 or special pump repair assessment yet, please note the deadline is approaching.  Given the pandemic, it is certainly our hope that our members have not been impacted financially, but we are certainly willing to grant some flexibility under these circumstances.  That said, it is up to the homeowner to reach out to the board to arrange an approved payment method and timeline in advance of the due date.

 

Old News

Pump Station

Speaking of the pump station, the main pump was replaced as scheduled earlier this year and our half of the payment has been paid.  After a significant effort from both Mike Chamberlain & Dan Stowe over the past couple of years, we finally concluded our evaluation of replacing the pump station with a gravity-fed line.  There is a tie in to the county sewer system at the Riverwood Estates neighborhood on the west side of the country club.  That tie in is approximately 1,000 feet from the pump station, through the golf course and a lot of very rocky soil.  We received a preliminary estimate that likely puts the cost well over $200,000, and we did not get any indication that the Country Club was eager to jump on this project.  At this time, this project is considered off the table.

 

Spring Cleanup

The spring cleanup went great!  It looked like the majority of our members had already taken care of their curbs, so we were able to clear the loop in record time.  We cleared out the pile of junipers from the circle and took some time to do a bit of cleanup along the entrance road.  We also kicked on the sprinkler system along that road and will continue to monitor to see if anything additional needs to be done with that.  Timing turned out to be great too.  With all of the rain, that's come this past week, we're sure we saved a lot of extra debris from going into the storm water system.  Thank you to all of the volunteers!

Greetings Neighbors,

 

A few updates and notices for this spring/summer:

 

1. Spring Cleanup:  Our cleanup is scheduled for Saturday May 16th. We have the trailer penciled in to be dropped off that morning, but are watching the state/federal guidelines and will push this back, or adjust how the cleanup takes place as needed.

 

2. Annual Meeting: Our annual meeting and elections are scheduled for Tuesday, June 9th at the circle from 7:00pm-8:30pm.  We don't anticipate needing to move this one, but again will keep an eye on events.

 

3. Circle Maintenance/Improvements: Over the years there have been numerous discussions about giving our circle are a facelift.  Time, effort & cost seem to be the common roadblocks encountered.  At last years annual meeting, we discussed some ideas, and we've been getting lots of feedback from our members.  Especially with the current downtime, some of board/members have become increasingly motivated to get started on some of these projects.  We had a small crew of volunteers work on removing some of the brushes that were growing into the street past weekend and will continue to do some general tidying.  We are working on getting pricing and plans together for some of the other projects and plan to discuss them at the cleanup.  At this time, we are hoping to fund the non-maintenance projects through voluntary donations & labor.

Couple of items:

1.  The Highlands Special Assessment 2019 meeting was held at the North Spokane Library on Sun Nov 24.  The six members who attended discussed sewer pump repairs and replacements – past, present, and future – as well as the ongoing feasibility study of a gravity-feed-to-county system that would eliminate the jointly maintained KGCC-HHA pump house.  Ballots were counted and the $270 special assessment was approved.  Ballot results: 28 Yes, 1 No, 7 no response, and 1 yes vote received after the meeting.  We will be working on getting statements in the mail in the next couple of weeks.  Thank you for everyone's feedback & participation on this matter.

2. Thanks to all who helped with this years fall street cleanup.  The crew was small but mighty!  Mike was able to get some pictures posted to the website:  https://highlandsha.wixsite.com/highlandsha/imagesstreetcleanupnov2019

3.  This Christmas season we were hoping to start a new tradition, temporarily named “the Highlands progressive appetizers party.”  The idea was to have three homes serve as stopping points for the Highlands community to visit, partake of good food and drink, and catch up on the news of our neighbors.  Regrettably, in the end the homes designated as hosts this year could not be jointly scheduled due to conflicts and constraints (which we all know is not unusual for the end of year holiday season).  So, unfortunately, there will be no Highlands Christmas Party this year.  However, our committee members will double their efforts to launch this inaugural event next year.

A sewage pump down at the KGCC-HHA shared pump station is in need of “emergency” pump repair and electrical work, the cost of which is split 50-50.  We have been informed that this will need to be repaired this winter. Our half of the estimated cost at this time is $10,000. At present, we do not have funds available to cover this expense out of our general funds.  Hence the Trustees have decided to request a one-time member “special assessment” of $270 (based on the current cost estimate) on each household. As required by the HHA Bylaws (see excerpt below) we are calling an all-members meeting for the evening of Sunday, November 24rd at 8:30 pm to discuss and vote on this proposed assessment.   We have requested the meeting room at the N. Spokane Library (44 E. Hawthorne Rd).  If anyone would like to volunteer their house for hosting the meeting, we can move it closer to home.  We will send out any updates (e.g., new bid information) as soon as they are known. Absentee voter ballots will be made available.  In addition to this pump repair, our contractor has informed us that there are other, less critical, repairs (primarily replacing the control panel) that will be needed in the future.  The rough estimate for our half of this repair will be $6,000. We do not have an estimate of when those repairs need to take place, but wanted to bring them to everyone’s attention for future planning.  We are also looking into potential longer term solutions to try to break this cycle of frequent pump repairs.

ARTICLE XI ASSESSMENTS

Section 4. Special Assessments for Capital Improvements. In addition to the monthly assessments authorized by Section 3 above, the Association may levy special assessments for capital improvements, repairs, reconstruction and replacements upon the common properties of the Association.

Section 5. The adoption and levy of assessments. The adoption and levy of special assessments and any increase of monthly assessments shall be made upon the affirmative vote of seventy-five percent (75%) of the members of the Association at a meeting called for that purpose, written notice of which shall be sent to all members not less than thirty (30) days nor more than sixty (60) days in advance of the meeting and which shall set forth the purpose of the meeting. Special assessments shall be levied equally upon the owner-members of the Association.

It's getting close to our annual Highlands Circle Party 2019.  The party will be Wednesday September 11 starting at 5:30 PM.  This year, we are trying something different and having Veraci Pizza cater the event.  They will be bringing out their mobile wood-fired oven and cook for us from  5:45 - 7:45.

You and your family are invited to come hang out with neighbors new and old.  We'll provide the pizza and drinks, but need some help with the side dishes (e.g., fresh salads) and dessert options.  We encourage anyone attending to bring something to share but it is certainly not a requirement.

Highlands Annual Meeting at the Circle Park

7:00-8:30PM Monday June 3, 2019

As announced in January, this year’s meeting has been scheduled for early June so that we can hold our meeting outdoors at our Circle Park on a warm, sunny evening when the families who have been wintering in warmer climes have returned and summer vacations haven’t started.

We encourage each of our 37 Highlands residences to send a representative to the Annual Meeting to learn about our past, present, and future activities and to provide your views about what our Board of Trustees should be working on.

Special circumstance:  Sam Breeze reluctantly decided to resign from the Board (but will help out when called upon).  So this year we have two volunteers nominated to fill two open Board positions.  Because of some time and travel work commitments, each nominee has an alternate assigned to fill in as a temporary substitute when needed.  The nominations are:

Sam Brinly  (1 year term as President of the Board)

Eric Olson  (2 year term; alternate: Mike Chamberlain)

Hugh Conway  (3 year term; alternate: Kelly McCann)

A key result of the Annual Meeting is the election of new Board members.  So if you cannot attend, please submit one absentee ballot for your residence to one of the current Board members: Mike Chamberlain or Sam Brinly.

Cleanup Report (May 11, 2019 email)

We had yet another productive Highlands street party cleanup today.  Gorgeous weather and many volunteers helped make the job go quicker and easier.  Thanks to all of our thoughtful neighbors who had already cleared their home’s curbside area ─ several people remarked that this might have been the cleanest “before-the-sweep” look our community ever had.

Spring 2019 Highlands Community Street Cleanup

9AM Saturday May 11th

Spring is here, so it’s time clean our community streets of the remains left behind by Old Man Winter.

Our goal is to remove leaves, cones, needles, branches, and miscellaneous debris from the roads and storm drain inlets so that all of us can enjoy well-kempt streets and functioning storm sewers.  To achieve that goal, we ask each of you to spend some time tidying up your curbside area and then joining us with your favorite rakes, brooms and leaf movers for a community-wide street cleanup on Saturday, May 11th.

Gerry Yates has arranged for a dump trailer to be available that weekend, and Kelly McCann has volunteered his truck to pull the trailer around as we load it.  Meet us and your neighbors around 9AM at Mike and Anne Chamberlain’s garage (1505 Pinehill) for breakfast beverages and sweets-to-eat ─ plus a chance to chat and catch up on neighborhood news ─ before we head out to clean-and-sweep.

2018 News

A belated “Welcome!” to our newest neighbors Cliff Alberts and Farrah Johnson.  They purchased Connie Sisco’s home (1522 Pinehill) in the fall and moved here near the end of 2018 from not too far away.

The HHA online community directory https://highlandsha.wixsite.com/hha-directory has been updated.  However, if the directory entries for your residence need to be corrected, please email me your changes.

We had a good turnout for the Christmas Dinner on December 18th at the KGCC 1898 Public House.  Many thanks to the event coordinators Frani and Eric Olson.  As usual … lots of chatter and catching up on neighborhood news and gossip in a warm and festive setting with top notch KGCC service.  A few photos are available at the HHA website (https://highlandsha.wixsite.com/highlandsha ) in the Images menu tab at the top (or via this HHA Google Photos album https://photos.app.goo.gl/MizG7N7pjtsgTVuLA ).

2019 News

Last year the Board first scheduled the Highlands Annual Meeting at 7PM on the 2nd Monday in April (as prescribed by the HHA Bylaws).  There was some member pushback to that, so the meeting was moved to April 26th.  This year the Board has decided to schedule the Annual Meeting for early June when the weather is nice enough to hold it outdoors at the Highlands Circle (with a backup inside location TBD).  Notifications and an agenda will be sent out in the weeks before the meeting.

The Highlands Calendar currently shows some placeholder entries for upcoming events; it’s available at https://highlandsha.wixsite.com/highlandsha/events (click on “Agenda” to create a listing of entries).  More details will be broadcast via announcements as the dates draw near.

Cleanup Report (November 5, 2018 email)

Thank you, all, who turned out for last Saturday morning’s community “Street Cleanup”.  Wet and windy weather had provided us with many leaves and needles.  However, several of our neighbors had already tidied up their curbside areas which helped a lot.

Special thanks to both Gerry (for booking the trailer and moving his tables and chairs for the before-and-after social time) and Rosa (perking coffee and providing hot spiced apple cider) Yates, to Ron Schurra (allowing us to invade his garage and ordering a large and well-selected collection of donut-ty things), and to Kelly McCann (for towing the trailer).  Here are a few pictures

Highlands end-of-summer update (September 21, 2018 email)

First, we welcome Stephen and Jen Gorman who are our new neighbors at 12020 N Country Club Dr (formerly the home of Lucy Welch and Mike Coe).  They report: “Our kids are Isaiah (3) and Micah (almost 1). We’ve been in Spokane for 7 years from the DC area. Glad to finally have our dream home!”

I’m guessing we now have about a dozen young children in the neighborhood.  So it’s important that drivers slow down and keep an eye out for kids.  This is particularly true near the Circle Park where the elementary school bus stops and kids and their friends like to run and play and ride their bikes and scooters.  If you can park off the street ─ especially around the Circle ─ then please do.  In that way drivers and children will be more visible to each other and can interact more safely.

Hi Highlands Neighbors,

Please mark your calendars for the Annual Highlands Circle Party.  This year the party will be held Thursday, August 2nd, beginning at 5:45PM on the basketball court at the Highlands Circle.

Meet us and your neighbors around 9AM at Ron and Edie Schurra’s garage (1522 W. Fairway) for donuts and beverages plus a chance to chat.

Together we can do this quickly, have fun, and get better acquainted with our neighbors.  We hope you’ll join us in this effort.

Annual Spring Meeting 2018

Meeting Purpose: Fulfill obligation of HHA Bylaws, Introduction of new residents, Election of Officers / President and to make decisions as a group how to move forward on many of the issues.

Thank you all for your help picking up the street debris. Just in time before the Snow!
We had a great turnout and it seemed to go quickly. A few thank you’s are in order.
Thank you Ron for furnishing a place out of the weather to have a donut and coffee or cider.
Thank you Rosa for putting all the drinks and eats together.
Thank you John for furnishing your truck to pull the trailer. I do not think Mike and Sam
could pull it by themselves.
We welcome our new neighbors The Wolf’s who jumped right in and helped do the work.
It is great to see you all welcome them.  Over all it was a great event to visit, and cleanup our neighborhood.
We will do this again in the Spring after the winter is over.
Next meeting will be announced soon to complete our annual requirements for a HHA “official” meeting.

Highlands Neighbors:  Currently, weather forecasts for tomorrow morning predict cool temps, but-not-much-if-any precipitation.  So the Fall Cleanup 2017 is a “go” and here’s the plan:

9:45AM – Work Party meets at the Circle to begin a “sweep” of the streets

Fall Street Cleanup —  Saturday November 4th, 2017
9:00 am start

Happy Fall to all our Neighbors. It’s that time of year when we enjoy all the beautiful colors of Fall and prepare for Winter and the weather it will bring.

Traditionally we clean up the streets of our neighborhood and remove pine needles, leaves, pine cones and miscellaneous debris from the roads and Storm Sewer inlets. Since we all benefit from clean streets and functioning storm sewers, we all have a responsibility to help clean it up.

This is done with volunteer labor. (All of us!) We gather in the morning at 9:00 am and go around the Highlands streets cleaning debris from the streets and have it hauled to the Regional Waste Center. It usually takes 3 to 4 hours. (Thanks John and Georgie for the use of your truck.)

We have done much work this year to clean out the storm sewers and repair the trail to the Golf Course (HHA website pictures at https://highlandsha.wixsite.com/highlandsha/imageserosionproject2017) from flooding erosion caused by plugged storm sewers. You have heard “an ounce of prevention is worth a pound of cure”— that is our goal with this project. Not only does it keep things looking better, it is maintenance that will help us avoid costly repairs in the future. This year we are concentrating on street cleanup. If you have a bunch of yard waste we ask that you use the other methods of disposal like Waste Management Green Can or a Yard Service. Last year we ended up with Two Loads of Waste. We should be able to get it all with the Dump Trailer from Atchley Hauling that HHA provides.

Meet us and your neighbors at Ron and Edie Schurra’s Garage, 1522 W. Fairway for donuts, coffee or apple cider. Together we can do this quickly, have fun, and meet our new neighbors.

To our Neighbors in the Highlands.

This past Thursday we held our now annual “Circle Party” to wrap up summer and get ready for fall and winter.  We had a great turn out.

To all those in attendance … Thank you for participating.  A special thank you to those who brought the scrumptious food to go along with the BBQ hamburgers and Mariner Hot Dogs.  We had plenty of variety and enough for all.  Thank you for everyone who helped set up and tear down the equipment, tables and chairs.  For those who were unable to attend, Mike Chamberlain has posted pictures and videos of what you missed on the community website which you can find in this Highlands Google Photos album:

A very special presentation by Bill Weber of his now famous “Rindercella” was caught on video and can be seen as the last entry in the album.  This was a classic.  We honored Bill and Beth Weber with a few stories and a “Till We Meet Again” cake for Bill and Beth and all.  As you may or may not know, they have sold their home and will be moving to their new home in October.  We will miss them as they are the “Solid Rocks” of the neighborhood foundation.  They have been here for 54 years.  That is longer than most of you have been alive.  They will be sorely missed.  We wish them good health and happiness.

If you missed the event we encourage you to join us when we meet again at future events.  This is a good time to meet your neighbors, make solid friends, and find out what is going on in our little community.

Looking forward, we have a Fall Cleanup Day on November 4th.  We encourage you to volunteer time to help keep our neighborhood tidy and pick up street debris to prevent issues with our storm sewers.  Also there is always “Free Donuts and Coffee or Refreshments” to keep you going.  Hope to see you there.

TENTATIVELY SCHEDULED:  Weather and air quality permitting, the Highlands Circle Party will be held Thursday, September 14, beginning at 5:45PM.

Greetings Neighbors,

As the long hot and smoky summer draws to an end we look forward to fall with all its activities.  One activity that we want to bring to your attention is the “Circle Party” to celebrate the end of a great summer and the upcoming cooler fall weather.  You and your family are invited to join us at the Circle on September 14th at 5:45 pm for “meet, greet and eat.” For those who are carnivores, the meat for grilling will be provided by the HHA.  Other food dishes and desserts to be provided by those who attend.  

What HHA will provide:

  • Hamburgers and hot dogs

  • Buns and condiments

  • Water

  • Paper and Plastic ware to eat with

  • Tables, chairs, etc.

What people should bring:

  • Drinks for their families

  • Salads, side dishes and desserts.  (Contact Rosa for what to bring so we don’t have too much of one thing).

So please RSVP so that we’ll know how much to buy for the event — call Rosa Yates at 327-9637 home or 720-0146 cell to let us know how many of you plan to come and to discuss what your group will bring to share in the meal.  Rosa needs your participation and help.  Tables and chairs will be provided, and if it rains we will have a shelter set up.  Please volunteer to help if you can.  See you at the Circle.

Reasons to meet:

  • Meet your new neighbors.  This is a great way to meet your neighbors & make new friends.  Several families have moved in to our neighborhood this year.  Come meet each other.

  • Find out what has been happening this year with all the improvements and building projects that have taken place.

  • Fellowship is a key element to keep the high quality of our neighborhood and understand how each family has a part in its success.  Without U we cannot spell success.

Updates from the Board of Trustees:

  1. Signs. As planned, several new signs have been installed around the neighborhood.  The Waikiki–Highlands LN intersection street sign should help folks spot our entrance road which now has two “private road” signs.  There’s the new “road direction” sign at the circle, plus a replacement for the missing Country Club RD–Country Club CT intersection street sign.

  2. Maps.  Alas, after several “feedback” inputs to Google Maps and Bing Maps, neither has corrected their street name errors for our neighborhood.  We’ll keep trying.  The County’s SCOUT “Topography” and “Imagery with Labels” maps have been corrected, as has the “Open Street Map”: https://www.openstreetmap.org/#map=17/47.76615/-117.43234

  3. Storm Drains.  The community storm drain catch basins (near the street curbs) fill up with tree debris.  Earlier this summer, all the catch basins and the dry wells (located under some of those circular covers in the streets) into which they overflow were cleaned out.

  4. Website.  The HHA website https://highlandsha.wixsite.com/highlandsha has had some updates.  For example, you can view the storm drain cleanup here: https://highlandsha.wixsite.com/highlandsha/imagesstormdrains .

It has been my pleasure to serve as your President for these past years.  I sincerely mean that.

Time to pass and let someone else enjoy that honor.

Art Rudd has again volunteered to be Nominating Chairman.  His recommendations are as follows:

Hello, Highlands neighbor:

You can now view the first version of the HHA Community Website:

I hope you’ll take a few minutes to see what’s available there.  And please give me your comments and suggestions so that this will evolve into our website.  In particular, share some of your photos that would be of general interest to your neighbors.  Right now the website has some pictures of the windstorm damage of summer 2014.  Vintage images would be great to have too.  Email me your photos, or contact me and we’ll figure out a method of transfer.

I’ve provided below a list that briefly describes what’s there.  Note: the ARCHIVE webpage has links to the HHA Annual Meeting minutes and related documents.  In an effort to keep that information from being indexed by search engines, ARCHIVE is password protected: use <redacted> to access ARCHIVE as well as the Community Directory RESIDENTS and HOMES webpages.

HOME: HHA business mailing address, HHA Google email address (linked to an email form in the CONTACT subpage), a link to the Community Directory, Google map of neighborhood.

ABOUT: A very short history, current officers and board members, Bing map with satellite view of street layout.

CALENDAR:  A Google calendar with past and future event entries which might include information related to events (e.g., a summary of the minutes of a meeting).

NOTICES:  A collection of the Notices for 2016 in one PDF file at the bottom of the page with the 2017 Notices added individually at the top, all in reverse chronological order.

MEETINGS:  A written summary of a collection of scanned Annual Meeting minutes plus associated documents.  (This same summary page with links to the scanned source documents is password protected in the ARCHIVE subpage.)

IMAGES:  Still under construction with currently a few photos of the July-Aug 2014 windstorm damage.  Neighbor contributions needed.

HISTORY:  This “Short History” of the Association might be enlightening.

Welcome New Neighbors

Please welcome:  Sam & Marissa Breeze (and family) as they move into 1417 W Pinehill Rd this week.
They are our newest new neighbors !


A big welcome also to Kelly & Cindi McCann (1517 W Pinehill Rd), Dan & Whitney Stowe
(1714 W Fairway Dr). They have recently moved. Dave & Robin Martin (1518 W Fairway Dr)
will move in this spring.  Welcome to all.

The County has concluded on the name of our entrance road ...... N Highlands Lane.  For some reason there were different names in different locations, but now all will be the same.

Update and Calendar

Dear Friends and Neighbors,

Happy January.  We are beginning a year of much change and for our community as well.

Mike Chamberlain has been working hard to not only update our directory but also to establish a community webpage.  ( https:/HighlandsHA.wixsite.com/HHA-directory )   Please review the directory to be sure your information is correct.  I’ve attached a paper version of our directory for you to pin on the back of your bathroom door.

Our Board is suggesting the following events for this year:
    April 27th, Thursday…..Annual meeting and Social starting at 7pm
    April 29th, Saturday…..Spring Cleanup starting at 9am
    June 16/17th, Friday and Saturday….Garage Sale starting at 7am
    September 14, Thursday………Highland Party starting at 6pm
    November 4th, Saturday ……Cleanup starting at 9am

Hello, Highlands neighbor:

There is a new Highlands Homeowners Association of Spokane Community Directory available online at

This is intended to replace the paper copy of residents’ contact information:  name, street address, phone number, and email address.

When you arrive at this website, near the top you should see a menu which allows you to select from three webpages:  (1) a Map of the community and two listings of residents’ information ─ (2) Residents sorted by name and (3) Homes sorted by address.

The best way to view this website is with a large-screen device, otherwise you will likely see a cramped mobile version.  The Chrome, Firefox and Microsoft Internet Explorer browsers seem to work best.  (For me, Safari and Microsoft Edge display phone numbers like web links.)

On the RESIDENTS and HOMES pages, you can click on a link to obtain a two-page, large-print, landscape-orientation PDF copy of the list to view or save or print.  However, I plan to update the online lists regularly, so best to go to the website to look up an entry.

Please take a moment to review your own entry and send me any changes (corrections, additions, deletions) you wish to have made.  If none, a simple reply that shows you received this message would be much appreciated.
